These are associated with governance arrangements as opposed to those costs associated with fundraising or charitable activity. For example, these costs would normally include internal and external audit, legal advice for trustees and costs associated with constitutional and statutory requirements e.g. cost of trustee meetings and preparing statutory accounts.

These are the costs of things necessary to deliver an activity but not directly producing the output of the activity. For example, these costs would normally include the ‘head office’ functions such as general management, payroll administration, budgeting and accounting, information technology, and human resources. Some support costs will be incurred in support of income generation, and in support of the governance of the charity.
